This presentation will focus on how urban school principals utilize their perception of effective teaching as a form of data in the evaluation process of teachers, despite the established design of the evaluation instrument. The qualitative phenomenology study examined the experiences of elementary school principals, aiming to understand the impact of their perception on the evaluation instrument's outcomes. Furthermore, the study investigated whether teachers selected by principals have supported the improvement of instruction and student achievement, thereby influencing data-informed decision-making in schools. By exploring how principals use their perception as a form of data, this presentation seeks to shed light on the complexities of evaluating teacher effectiveness and inform strategies for enhancing data-informed decision-making practices in urban education settings.
